Ròm is a street boy in Ho Chi Minh City. He used to make ends meet as a tipster because his lottery numbers ensured good wins for the neighbours. But when his lucky streak ended, the inhabitants of his poor neighbourhood turned their backs on him. Now the boy lives by himself in a roof alcove and saves money to go looking for his parents. Young Phuc also tries his hand at being a lottery oracle, but he repeatedly defrauds the neighbours of their savings. Again and again, they have to take out new mortgages because they are promised the luck of the draw. When that fails to happen and they can no longer repay their debts, brutal collectors are called in. Ròm uses complicated zodiac sign calculations and number mysticism to find the perfect bet and thus free the innocent citizens from their debt burdens. Violence in the neighbourhood is growing and soon nobody seems to find a way out.
